On The Other Hand See Sailing Yacht Delivery:The status of the sailing yacht delivery ensign (13 stars in a circle around an anchor on a blue field) is not spelled out clearly, but since the law specifically covers only the flag of the United States, the assumption has been made that the sailing yacht delivery ensign may be dipped.
The following regulations are taken from that portion of the New York sailing yacht delivery Club code entitled sailing yacht delivery Routine. These deal with salutes, boats (meaning tenders and dinghies), and general courtesies. Other sections of the code, not given here, relate primarily to the display of flags, signaling, and lights.
