The status of the crewed yacht charter ensign (13 stars in a circle around an anchor on a blue field) is not spelled out clearly, but since the law specifically covers only the flag of the United States, the assumption has been made that the crewed yacht charter ensign may be dipped.

The following regulations are taken from that portion of the New York yacht rentals Club code entitled yacht rentals Routine. It should not be flown in international or foreign waters where the national flag is required. The locations and hours are the same as for the 50-star flag.
